Carter, now 92, recounts running Sluice Rapids in a tandem canoe, an experience that had a profound impact on his approach to life and politics. He pushed to designate 57 miles of the Chattooga as Wild and Scenic, deeming it permanently protected from development and dams. During his time in politics, Carter also vetoed 16 dam projects in the country.
